Nevada Development Authority (NDA) works extensively to recruit businesses to relocate and expand to Southern Nevada. In February 2008, NDA launched their California "Tax Bear" Ad Campaign with a series of political cartoon advertisements featuring the California Grizzly representing high taxes as a burden on California businesses. In the past, NDA has targeted California and New Jersey with specific, aggressive campaigns that included a trip to California with Mayor Oscar B. Goodman to educate companies on the tax benefits of living and conducting business in Las Vegas. After the government shut down in New Jersey due to tax issues, the NDA capitalized on an opportunity to showcase Nevada as one of the best states in the country for doing business.
